The Marksman can be very effective if used properly. The Marksman should continuously micro-pick what target to shoot at. He should also be looking for targets that are in the distance. If you want to impress team you can take out dogs far ahead before anyone even sees it. Then when they move forward they will see a dead dog on the ground 
Marksman's important tasks include:
- Taking out fast moving targets like birds and dogs
- Scoping out and covering the Recon
- Scoping out and sniping Evils (Hence why you level up Scope skill)
- Scoping out and warning team of important enemies far away
- Scoping out for items
The Canister skill should not be taken (read the Maximizing Damage thread) and when you first spawn, you should learn Marksmanship and Scope skills (read Maximizing Damage thread).
